About the department
Agmon offers an integrated projects platform combining project structuring, procurement, development, financing, construction support, regulation and disputes. The group brings together projects, infrastructure and finance capability in a single team, enabling clients to manage complex mandates from tender and concession stages through financing, delivery, operation and refinancing.
We advise on the structuring, development and financing of large-scale infrastructure and other complex projects. Our work spans concession and PPP models, transport and logistics infrastructure, energy and water projects, industrial facilities, digital infrastructure, data centers and other strategically significant assets.
Our services include project structuring, tender strategy, concession and government-contract documentation, PPP and procurement support, sponsor-side and lender-side finance, project-finance documentation, interface with construction and operation documents, regulatory support, refinancing, claims and disputes.
Agmon’s team has advised on many major infrastructure projects, including Highway 6, the Carmel Tunnels, the New Fast Lanes project, Haifa’s New Port, Israel Railways Electrification, the Jerusalem LRT projects, the Tel Aviv Red Line and the Haifa-Nazareth LRT. The team has also represented concessionaires in Highway 6 and the Carmel Tunnels, the procuring authority in the New Fast Lanes project, bidding groups in the Tel Aviv congestion-charge tender, bidding consortiums in the Jerusalem, Tel aviv and Haifa-Nazareth LRT tenders, and current work on the Highway 6 expansion.
On the financing side, the team has advised on the IBC fiber-network financing, Prime Energy’s project financing, Azorim Living’s project-related financing arrangements, and broader infrastructure and energy financing work. The team has also advised on regulatory matters relating to the Nimbus project in connection with data-center infrastructure.
The group also brings substantial cross-border experience in Israel and internationally, including North and South America, Europe and Africa, strengthening its ability to advise on complex concession, procurement, financing and development structures involving international sponsors, lenders, contractors and strategic investors.
