About the department

The department provides a set of professional services for promoting a variety of projects, including complex, innovative and unique projects throughout the country.

Our team acts on large projects in the field of residential, retail, employment, hotels, offices, energy, renewable energies and public uses.

The services include planning-legal examination of the land, formulating and accompanying planning processes regarding the land, representation before all instances of the planning institutions, handling objections, acting on licensing procedures, handling betterment tax issues, expropriation claims, claims for decreased land value and more.

In light of the close cooperation with other practices in the firm, clients also benefit from supplemental assistance from other departments such as real estate and urban renewal (with regard to purchase, sale or registration of land), banking (for financial support of the project), energy, environmental protection (for further assistance with the relevant regulator) and more.

The team also represents its clients before judicial instances and quasi-judicial tribunals – courts of all levels, appeal committees and more for the purpose of conducting administrative petitions, administrative appeals, claims for expropriation compensation, claims for compensation for decreased land value, and more.

Avi Porten was head of planning and Zoning at the legal department of the Ministry of the Interior and served for years as the legal advisor to the National Planning and Zoning Council, to the District Committee for Planning and Zoning and in a variety of other senior positions in the planning institutions.

Eyal Mamo served for many years as chairman of the District Appeal Committee for Planning and Zoning in the Central District, he is a lecturer in planning and zoning law and the editor of one of the most highly regarded and major books in this field, Planning and construction Law.

In addition, Eyal has been leading the annual Central Conference for Planning and Zoning for about a decade, which is a magnet for the community of planning and zoning, real estate and urban renewal in Israel. Every year the conference hosts senior participants from all areas of activity related to planning and zoning and real estate in Israel, including government representatives, the Minister of Construction and Housing, lawyers, architects, engineers, city builders, city planners, and more.
