Silvia Ravid

Silvia Ravid is a partner in our Planning and Zoning Department at our Jerusalem office.

Silvia brings extensive senior-level public-sector experience from her service in planning institutions and the State Attorney’s Office. This experience has given her in-depth and wide-ranging knowledge of real estate law, including the administration of State-owned land by the Israel Land Authority, as well as planning and zoning law in all its aspects, including planning decisions and representation in administrative proceedings.

In her most recent position as Chair of the Tel Aviv District Planning and Building Appeals Committee, Silvia developed particular expertise in the economic aspects of the Planning and Building Law, including betterment levies and compensation claims.

Silvia has extensive experience in both administrative and civil litigation, with an emphasis on planning and zoning and real estate matters. She also has substantial experience resolving disputes through negotiation and mediation.

Prior to joining the firm, Silvia served as Chair of the Tel Aviv District Planning and Building Appeals Committee.

Previously, she served as Chair of the Appeals Subcommittee of the National Planning and Building Council and as a member of the Southern District Planning and Building Committee.

For more than two decades, Silvia worked at the Tel Aviv District Attorney’s Office (Civil), where she handled administrative and civil litigation.

Her final position at the State Attorney’s Office was Head of Practice. In this capacity, she was responsible for planning and zoning matters and provided professional guidance to the attorneys working in the field.

During her time at the State Attorney’s Office, Silvia gained extensive experience in real estate matters relating to both urban and agricultural land.

Silvia holds an LL.M. and an LL.B., both with honors, from Tel Aviv University.

Silvia lectures from time to time at professional forums and continuing legal education programs.

• Representation in complex and publicly sensitive petitions concerning planning and zoning, including petitions relating to the Herzliya Marina, Herzliya Airport and large-scale plans, such as the Recreation Strip plans and the Kfar Azar petitions.

• Adjudication of appeals before the Appeals Subcommittee of the National Planning and Building Council, including appeals concerning local master plans and large-scale plans, such as the Ramat Beit Shemesh neighborhoods. In this capacity, Silvia handled appeals involving particularly sensitive public issues, including appeals concerning the Beit HaLiba project at the Western Wall Plaza, the Haifa oil refineries and northern lands.

• Adjudication of appeals before the Tel Aviv District Planning and Building Appeals Committee concerning betterment levies and compensation claims, as well as appeals against planning decisions within the authority of local planning committees, including appeals concerning plans approved by local committees, such as urban renewal plans.

• Participation in planning decisions before the Southern District Planning and Building Committee, across the full range of the committee’s activities, including approval of the City of Training Bases plan.

• Representation in precedent-setting real estate proceedings, including claims concerning the interpretation of Israel Land Council decisions relating to additional lease fees, changes in land use and utilization; claims concerning lease agreements for large land holdings; claims relating to consent fees; expansion projects in moshavim; historical ownership claims and the restitution of land; and high-value monetary claims with broad financial implications, including matters concerning the relationship between the State and the Jewish National Fund (JNF-KKL).
