Agmon has a highly credible transport offering because it sits at the intersection of projects, construction, infrastructure, procurement, planning and zoning, government contracts and disputes. The team advises on major transport mandates by combining project-delivery capability with finance, public-law and planning support.
We advise on the development, financing, procurement, construction and disputes aspects of major transport assets and systems. Our work covers rail and light rail, roads and toll roads, ports, airports and broader public-transport and mobility infrastructure. Agmon also has a dedicated metro capability combining the knowledge of its construction and projects teams with its building and zoning team.
We advise on transport concessions, tender strategy, EPC and DB contracts, construction and interface issues, government contracts, financing support, claims, dispute avoidance, arbitration, litigation and administrative proceedings. We also support transport projects requiring planning and zoning coordination.
Agmon’s team has advised on many of Israel’s major transport projects, including the Jerusalem Red Line, Green Line and Blue Line, the Tel Aviv Red Line, the Haifa-Nazareth LRT, Israel Railways Electrification, Highway 6, the Carmel Tunnels, the New Fast Lanes project and Haifa’s New Port. The team has also represented the procuring authority in the New Fast Lanes project, a bidding consortium in the Haifa-Nazareth LRT tender, current work for the EPC contractor on the Highway 6 expansion, bidding groups in the Tel Aviv congestion-charge tender, DB and integration contractors on the Tel Aviv LRT, the EPC contractor on the Jerusalem Red Line, airport-related construction work in Bermuda and parties in administrative petitions relating to road and LRT projects.
The team’s transport experience spans both Israel and international markets, including work in North and South America, Europe and Africa on major rail, light rail, roads, ports, airports and related transport infrastructure matters.

The practice is led by Sharon Adler and works closely with Yona Goshen-Gottstein on transport financings, with Dan Hacohen, Eddie Ashkenazi, Michael Macchia and Daniel Sekel where transport projects intersect with infrastructure, energy or project finance, and with the firm’s planning, zoning and disputes teams on metro, tender and administrative matters.
