Biography

Iris Cibulski-Havilio is a consultant in the corporations and capital market department at our Tel Aviv office.

Iris has extensive experience and knowledge in the commercial field, with an emphasis on corporate law, securities and capital markets. In particular, Iris has many years of experience in handling public offerings, both as part of initial public offerings and in issuances of shares and bonds, with specialized practice in banking, preparation of enforcement plans, preparation of compensation policies, and regular legal counsel and support to publicly traded corporations.

For a long period of time, Iris worked in the corporate department at the Israel Securities Authority, and in her last position at the Authority she served as the legal advisor and as deputy director of the department.

Following her retirement from the Israel Securities Authority, Iris advised Meitar Liqvornik Geva Leshem Tal & Co. in the field of corporate law, securities and capital markets.

Iris also served as a consultant to the IPO unit at the Tel Aviv Stock Exchange, and in 2011 she managed the unit and assisted in the preparation of legislation in the field of administrative enforcement and trading arenas for the Israel Securities Authority.

In addition, Iris served (and serves) as a director on behalf of the public in several companies.

For several years, Iris taught courses in securities law at the Interdisciplinary Center in Herzliya and in capital market regulation at Tel Aviv University and the College of Management Academic Studies.

Since the beginning of 2012, Iris has acted as a consultant to our firm in the field of corporate law, securities and all aspects of capital markets.

  • Represented Dalia Energy Companies in raising capital in the TACT-Institutional to the extent of over ILS 1 billion and registering the bonds for trade on the stock exchange.
  • Represented companies in administrative enforcement procedures.
  • Represented Bank Hapoalim in the separation process and initial public offering (IPO) of Isracard, the first ever public offering of a credit card company in Israel.
  • Represented Bank Leumi in Israel’s first CoCo public offering.
