Noa Willinger

Noa Willinger is a partner in the litigation and Preventative Regulation department at our Jerusalem office.

Noa specializes in regulation – she provides ongoing advice and extensive opinions in a variety of complex regulatory areas, while specializing in the areas of consumer protection, accessibility for people with disabilities, privacy protection and work safety. Noa advises a wide variety of companies in setting up remote sales websites, drafting protocols, formulating internal enforcement plans for companies in pharmaceuticals, banking, food, communication, finance, retail and other sectors.

Noa acts on civil-commercial litigation cases in all branches of law, with an emphasis on class action, pharmaceuticals, consumer protection and general commercial litigation.

Noa Willinger joined the firm in 2014 after articling at the Supreme Court in the office of the honorable Justice Miriam Naor and serving as a legal assistant at the Supreme Court in the office of the honorable Justice Noam Solberg.

Noa holds an LL.B (cum laude) from the Hebrew University in Jerusalem and a M.A (cum laude) in conflict resolution, management and negotiation studies from Bar-Ilan University. As part of her studies, Noa served as a member of the Israel Law Review, as a teaching assistant in courses in contract law and jurisprudence and as a graduate assistant in a course in public international law. During her academic studies, Noa took part in several international law competitions around the world, including the Jessup competition in public international law, and even won first place in the Copenhagen International Negotiation Competition. Noa serves as a judge at the Disciplinary Ethics Court of the Bar Association in the Jerusalem District.

• Represented pharmaceutical companies in a variety of legal and regulatory issues: pharmaceutical litigation, consulting regarding prescriptions, changing drug components, labeling packages, etc.
• Represented the pharmaceutical giant, Perrigo Israel Ltd., in a number of class action proceedings, among them a complex one regarding the change of the components in the drug Altroxin.
• Acted for a variety of companies regarding regulatory requirements related to establishing websites, customer relationship management with an emphasis on remote selling, establishment of customer reward clubs, etc.
• Represented a variety of companies with respect to implementing provisions and regulations regarding accessibility for people with disabilities.
• Provided support to kibbutz Nir David in a petition requesting public access to the Asi river, in the part that runs through the kibbutz, until agreements were reached between the kibbutz and the state.
• Represented Gazit Globe in a precedent-setting class action in the field of privacy protection.
• Represented Coral-Tel in class actions in the field of advertising.
• Represented Sela Engineering in a complex civil dispute with a local council and the Israel Lands Authority.
