Kira Lerner

Biography

Kira Lerner is a partner in the planning and construction department at our Jerusalem office.

Kira has vast experience in representing local authorities in the practice of planning and construction, in public and administrative law, administrative litigation, municipal law and more.

Kira represents and acts on a variety of complex projects across the country, in the fields of residential real estate, urban renewal, retail, employment, hotels, energy, renewable energy, transportation, mixed uses and more.

Kira represents her clients in a wide variety of proceedings opposite the various planning institutions, including local committees, district committees, appeal committees, the national council and its subcommittees etc.

Kira’s practice includes representing clients before the aforementioned planning institutions in proceedings for approval of plans and building permit applications, objections, appeals and more; she acted in various proceedings related to municipalities, such as proceedings before the local authorities, the Ministry of the Interior with respect to changing jurisdictional areas, setting boundaries, distribution of revenues, and more.

Kira also provides representation in proceedings at the various courts, including administrative petitions, administrative appeals and claims with respect to the issues of betterment levies, expropriation compensation, land devaluation, petitions against planning institution decisions in plans and requests for permits, and more.

Her clients include private individuals, entrepreneurs, companies and corporations, public bodies, educational and cultural institutions, local authorities, planning and construction committees, and more.

Prior to joining the firm, Kira worked in the Legal Advisory Division of the Jerusalem Municipality and provided ongoing legal advice and support to the various departments of the municipality, was involved in areas of administrative and criminal law, and handled various proceedings and cases relating to business licensing laws, planning and construction laws, municipal bylaws, etc., and also worked as a legal assistant for the honorable Justice Gila Canfy-Steinitz in various legal cases in the area of civil law.

Kira has a LL.B from the Hebrew University of Jerusalem and a master’s degree in public and international law from the Hebrew University of Jerusalem.

  • Represented prominent clients and developers in promoting and approving complex and precedent setting plans, covering the largest areas and mixed-uses (urban renewal, residential, retail, hotels, employment, energy, industry and more) all over the country (Jerusalem, Beit Shemesh, Tel Aviv, Herzliya, Kiryat Gat, Bat Yam).
  • Advised and represented the Hebrew University on planning proceedings at its various campuses in Jerusalem and Rehovot, including planning processes, betterment levies etc.
  • Acted for developers in plans for the establishment of a modern business district at the entrance to the city of Jerusalem – including representing the  International Convention Center in a new design for expanding its complex, the establishment of business hotels including 800 hotel rooms, the establishment of office towers, sheltered housing, retail use and more.
  • Provided regular counsel and representation to the Modi’in local planning and construction committee on related issues.
  • Represented Reality Fund in a variety of planning proceedings throughout Israel – plans for the renovation of Herzliya’s Arena Mall, the Lamina project in Jaffa Port, a new residential complex in the Mevaseret Zion absorption center, acting in appeal and administrative appeal proceedings before the Herzliya local committee, where it was ruled that the local committee is precluded from demanding a betterment levy in respect of winter closure plans in the city of Herzliya and more.
  • Provided support in the process of establishing the ‘New Talpiot’ project in Jerusalem, which includes approximately 400 apartments, retail areas, public areas, a park, and more, including regular consultation in construction licensing proceedings and the granting of building permits, representing in licensing and betterment levy appeals, contractual arrangements with the local committee regarding the execution of developer assignments in the project and more.
  • Acted for a number of developers in the construction of new hotels on the Governor’s Palace Promenade in Jerusalem for approximately 580 hotel rooms, including assisting in planning proceedings for adding residential apartments to the project, representation in appeals regarding the betterment levy, advising and consulting regarding licensing proceedings, dealing with the Israel Land Authority regarding land rights and more.
  • Provided support in planning proceedings for oil exploration in northern Israel and in procedures related to the establishment of wind turbine farms and more.
